Saudi Arabia Tightens Hajj Rules 2025

As the Hajj season gets closer, Saudi Arabia is taking strong steps to protect the safety and sacredness of the pilgrimage. The Ministry of Interior has announced strict rules to stop people from entering Mecca and other holy sites without the proper permits.

Anyone caught trying to perform Hajj without an official permit—including those on visit visas—will face heavy fines. The penalty can go up to 20,000 Saudi Riyals (around $5,300). These measures are part of the government’s plan to manage the large number of pilgrims and prevent overcrowding, which has caused problems in the past.

The rules also target those who help people perform Hajj illegally. This includes sponsors, landlords, hotel owners, and even drivers who assist pilgrims without permits. Those found guilty could be fined up to 100,000 Saudi Riyals, face deportation, and be banned from reentering Saudi Arabia for 10 years. Vehicles used in these violations may also be taken away by authorities.

The ministry warned that penalties will increase based on the number of people involved in the violation. Only those with official Hajj permits, obtained through approved channels, will be allowed to enter Mecca and nearby holy sites during the pilgrimage.

These strict rules aim to make Hajj safer and more organized for everyone. Saudi authorities are working hard to prevent illegal pilgrimages, reduce risks, and ensure a smooth experience for all legitimate pilgrims.

The government urges everyone to follow the rules and obtain the necessary permits before attempting to perform Hajj. This will help maintain order and respect for one of Islam’s most important religious duties.
